He studied at the Japanese Naval Academy in 1906 and joined Tongmenhui. He participated in the revolutions in 1911 and served in the Naval Ministry in Nanjing, 1912. He had an active naval career until he became the Mayor of Qingdao in 1931. He was the Governor of Shandong in 1938 and fought in the Sino-Japanese War. From 1941 to 1946, he served in the central government in Chongqing and then served as the Governor of Zhejiang from 1946 until 1948, when he became the Minister of Personnel
