He studied at Waseda University and Kyoto Imperial University. He joined other political scholars in forming Zhengwenshe (政聞社), a group which advocated a constitutional monarchy. He served as a minor official in Beijing from 1912 until 1921, when he became involved in Hunan self-government affairs
