Family background and education; early work experience; writing for Boy's Life magazine; founding Vera Institute for Justice [Vera], 1961; work on Edward I. Koch's [Koch] Administration's selection committee; Deputy Mayor for Criminal Justice in Koch administration, 1978-79: jail overcrowding and treatment of prisoners, problems with juvenile justice system, relationship with police department; Chairman, New York City Planning Commission, 1980-86: Times Square Project, creation of National Service Corporation of the City of New York, coordination of city agencies in urban development; evaluation of Koch's mayoral tenure; reminiscences of Edward I. Koch.
