It was founded in 1982 by Charles Henry "Charlie" Cochrane, Jr., a sergeant of the New York City Police Department. The organization provides a place to discuss and advocate against workplace discrimination, and it serves as a liaison between police and the broader LGBTQ community. It also has provided training at the New York Police Academy and for the Jersey City Police Department
