Responsible for Mitchell-Lama Program at this time. Evolution of Manhattan Plaza and its subsidies. Operational costs increased, opposition for Manhattan Plaza increased. Environmental impact statement of Manhattan Plaza. fiscal crisis, New York City comptroller, subsidies and section 8 housing, opposition to Manhattan Plaza, Special Clinton District.
