Naval training, engineering career, early political interests; detailed description and analysis of Argentina during 1930s and 1940s, centering on reasons for Peron's coming to power in 1943; in charge of railroad system, 1944-1945; service in Chamber of Deputies, 1946-1955: organization of chamber, laws passed, nationalization, first and second five-year plans, constitutional reforms; petroleum policy from 1930; struggle with Roman Catholic Church; revolution of 1955; martial law, imprisonment, exile, and return; effects of subsequent inflation on industry and finance.
