Civil engineering degree, 1925; work for various electric power companies in interior; early political activity and interest in nationalizing public services; Control Commission of Buenos Aires Transportation, 1938; to province of Mendoza, 1943-45, in charge of economy, public works, water resources; Director General Electric Power (CEDE), 1945-47; National Director of Water and Energy, 1947-51; activities of post-war council; detailed discussion of sources of power and energy in Argentina: ownership, networks, financing rates, equipment, personnel, new construction; description of major projects: Salto Grande joint commission with Uruguay, Rio Turbio attempt to mine and transport coal;: Minister of Transport, 1951-55: nationalization of railways, strikes and labor issues, comparison with trucking, air and water transportation, infrastructure, maintenance, comparison with other railway systems; problems of Buenos Aires transportation, surface and underground; role of Economic Council; petroleum policy
