Analysis of economic, social and political conditions in Argentina between World War I and World War II; his own working class background, education, government service from 1933: tax collections, investigation of exporters and financial institutions; Director of Supply, 1944, later to Agriculture Department, dealing with shortages; postwar economic problems and issues under Peron; Minister of Finance and president of the Central Bank, 1949-52: economic development, control of inflation, drought of 1951-52; Minister of Economic Affairs, 1952-54: oil policy, sources of energy, foreign investments.
