Family background, education; lifelong connection with province of Jujuy: Director of Public Works, Governor 1946-52, senator 1952-55; detailed discussion of political and economic conditions of province: feudal control by land-owners and companies, sugar industry, silver and lead mines, isolation, extremes of climate and vegetation, native Indian population; reforms during his administration: taxes, hospitals and health services, housing, education, roads; political control of provincial legislature; contributions of Eva Peron Foundation; failure to organize Peronist Party women's branch; senate career: education, housing, provisional president of senate.
