Childhood in Arkansas; studied civil engineering at Virginia Military Institute; received MA in sanitary engineering from University of North Carolina; various posts with public health service; assignment with the Institute of Inter-American Affairs: post in Mexico 1949-1952, post in Costa Rica 1952-1954; returned to public health service; position with Montgomery County government in Maryland
