Born 1922 in France; education: studied law at University of Montpellier, politics at University of Lyon; career: semi-military service in organizations during the French Resistance, professor at National School of Administration (ENA), councilor at French Court of Audit (Cour des Comptes), member of UN Joint Inspection Unit (1968-1985), short-term study of Non-Governmental Organizations (ONG); restructuring of UN in 1980s; professor at Graduate Institute of International Studies (Geneva); themes: criticism of UN agency structures; Bretton Woods organizations; "diplomatization" of UN inspectors; reflection of Joint Inspection Unit and Office of Internal Oversight Services (OIOS); observation of global operations in United Nations Development Program (UNDP), United Nations Children's Fund (UNICEF), United Nations World Food Programme (WFP), and United Nations Population Fund (UNFPA); criticism of intellectual authority in UN; Security Council reform; formation of new charter for global institutions Transcript available in French
